Application on Java platform should be able to have the method to know the
kind of character-set Java platform have itself. 

The 'kind of character-set' may provide detailed information like
vendor-name, estimate date and so on. There exist some differences among vendors' implementations
of the character-set, as observed in the Japanese marketplace.
